High Representative of the Union for Foreign Affairs and Security Policy and Vice-President, European Commission
Josep Borrell Fontelles is High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission for a Stronger Europe in the World since 2019. He previously served as Minister of Foreign Affairs, the European Union and Cooperation, Spain (2018-2019) and President of the European Parliament (2004-2007). He was Jean Monnet Chair of European Economic Integration at Complutense University of Madrid (2013-2016) prior to which he was President of the EUI (2010-2012). Trained as an Aeronautical Engineer and Economist before entering Spanish politics, Borrell Fontelles went on to become Secretary-General for Budget and Public Expenditure (1982-1984), State Secretary for the Treasury (1984-1991) and Member of Parliament (1986-2003). He also served as Minister of Public Works, Transport, Telecommunications and the Environment (1991-1996).
